De exportadores e imitadores. Una revisión crítica de la literatura sobre la difusión internacional de modelos de reforma en la administración pública
Abstract
Este trabajo realiza una presentación amplia y sistemática de las perspectivas teóricas sobre la transferencia internacional de modelos de reforma del Estado en general, y del modelo de Nueva Gestión Pública en particular. La discusión se organiza en tres ejes: primero, el contenido de lo que se transfiere, es decir, cómo se estructuran los modelos de reforma; segundo, los principales mecanismos y actores de la transferencia de reformas; tercero, el lugar de la política como variable explicativa de estos procesos. Finalmente se proponen ejes específicos para estructurar una agenda de investigación sobre la temática abordada, especialmente en el contexto de la reforma del Estado en los países de América Latina a partir de los años ’90.Downloads
