En segundo lugar, tomando en cuenta la tensión que plantea François
Dubet entre igualdad de oportunidades e igualdad de posiciones a la
hora de pensar las políticas sociales, se observarán los límites y poten-
cialidades que adquiere el Plan de Mejora Institucional como política so-
cial educativa. Esto se realizará teniendo en cuenta el rol preponderante
que toma la educación en el contexto actual, pero también siendo cons-
ciente que el mercado de trabajo tiende a angostarse y volverse más des-
igualitario.
Se plantea llevar a cabo este estudio mediante la utilización prioritaria de
una metodología de orden cualitativo, que permita captar las estructuras
conceptuales complejas mediante las cuales es pensada y desarrollada en
la práctica esta política pública. Esto se hará a partir de la realización de
entrevistas a distintos funcionarios a cargo tanto del diseño como de la
implementación del Plan de Mejora de la documentación en donde son
presentados los lineamientos conceptuales que rigen el diseño de la polí-
tica pública en cuestión.

Abstract:
With the globalization, the focus of the production systems is based
more on the generation of new productive specializations, because of the
creative use of new technologies, than on the quantitative increase of
uniform products, as it could happen during Fordism. From this,
education happens to play an even bigger role for the employment of
citizens as they are require to have a creative knowledge so as to be able
to develop production.
In this context, the Organizational Improvement Plan for high school in
the province of Buenos Aires, as a social policy created by the national
government to address the problem of ensuring all the inhabitants a
compulsory secondary education, will be discussed.
Firstly, the study of the plan will be divided taking into accident the
steps proposed by Tamayo Sáez to explain, theoretically, the
development of public policies. These are: the formulation of the
problem, formulation of alternative solutions, choosing an alternative,
the part of implementation and the part of evaluation. With this we will
try to reflect the interaction that occurs between the actors, to see how
far is carried out the dynamic of decentralization and the multicausal
view of the problem proposed by the plan.
Secondly, limits and potentials of the Organizational Improvement
Plan as an educational social policy will be observed taking into
account the tension that arises, according to Dubet, between equal
opportunities and equal positions when thinking about social policies.
This will include the important role of education in the current context,
but also being aware that the labor market tends to narrow and become
more inequitable.
