the 90´s which in our country was particularly
characterized by the treatment of the State Reform and its
paradigms. After undergoing different situations, a “new
agenda” is required. The stability of the democracy
achieved as a political regimen in Argentina even marked
by the impact of the critical events of “The Crisis of
2001” should be socialized for the development of a
democratic society and for a State based on genuine
mechanisms of participation. This may be viable in the
light of a Constructive Management Which Generates
Value For The Governmental Managament, keeping a clear
distinction between the political management and the
policy management to produce high quality political
decisions embracing a deep process of steady search and
agreement. As cited by PNUD, the Gobernmental Ma-
nagement is the exercise of the economic, political and
administrative authority to manage any country affair. This
requires mechanisms, processes and institutions through
which the citizens and groups can materialize their
interests, rights, meet their responsibilities and solve the
differences. In some writings, this last remark is replaced
by “agree on their differences”. Thus, the conflict, its
discussion and solution are part of the governmental
management. The RAC and RAD (Resolucion de Con-
flictos o Disputas – Resolution of Conflicts or Disputes),
and the Mediation as particular case, backs up this
postulates since it allows to solve the conflicts by
involving the members of the community. The movements
promoting the RAC have as aim to foster non conflictive
means or –if possible– non adversarial ones. On the
contrary, it enhances future justice based on prevention.
We believe that the Government understood this view: this
issue was declared “a national interest affair” (Decree
1480/92) and a progressive reinforcing Public Policy in the
last thirteen years was implemented. This process was also
shared by the provinces and town hall, private and public
organizations. This may be considered as a genuine public
policy of support for the society conflicts because it is
inflicting values and culture inherent in this process. A
sustained effort in the process of instauration and
dissemination is required.
